William L. Church was born in New York state in 1814. He arrived in Chicago in 1836, and married Roxanna Pike in Kane County the following year. By 1850, Mr. Church was a candidate for sheriff, and in 1854 he was elected 3rd Ward Alderman. In the late 1850s, he was Clerk of the Court of Common Pleas and made his home at Wabash Avenue south of Twelfth Street, which today is the 1200 block of South Wabash Avenue, just south of Roosevelt Road.

By 1862, he was Clerk of the Circuit Court of Cook County, and relocated to the suburb of Lakeview, now a part of Chicago. In the 1870s, Mr. Church held the post of Deputy Collector of Customs. He died in 1880 and is buried at Rosehill Cemetery, along with his wife Roxanna who died in 1908.
